BlueNotary Set to Offer Remote Online Notarization in California Starting 2024

BlueNotary, the distinguished leader in the remote online notarization (RON) space for real estate and legal transactions, has announced its plan to facilitate remote notarial services in California from 2024. This initiative aligns with the recent approval of California Senate Bill 696, signed by Governor Gavin Newsom on September 30, 2023.

The initial phase of this legislation, effective January 1, 2024, permits notaries not commissioned in California to conduct RON for transactions involving California real estate, such as title and escrow documents.

“California’s adoption of RON marks a significant milestone in the broader incoming national integration of RON and the inevitable mass adaptation of online notarization.”

He noted that:

“While the real estate sector is absolutely not the sole beneficiary of RON, the enactment of this bill is particularly advantageous for this industry, considering California’s substantial share of $10 trillion total housing market value represents nearly 20% of the national total. California Online Notary Bill Stages

The bill will be implemented in stages, with key provisions set to activate starting January 1, 2025. By this date, RON technology providers must verify their compliance with the state’s requirements for conducting RON transactions.

The final stage, anticipated to begin by January 1, 2030, will enable California notaries to carry out remote online notarizations, following necessary technological upgrades by the California Secretary of State’s office.

With this legislation, California joins 44 other states in offering permanent access to remote online notarization, as reported by the American Land Title Association (ALTA).
